The offices are located in Cleveland, and the oligarch in question is Igor Kolomoisky--aka Ihor Valeriyovych Kolomoyskyi. Kolomoisky is a pretty unsavory character, tied to money laundering, contract killings, and--as if that weren't bad enough--Dems!
The only details available regarding the investigation so far are a bit slim:
Federal authorities in Cleveland have been conducting a wide-ranging probe involving Ukrainian oligarch Igor Kolomoisky that has been ongoing for quite some time. Kolomoisky is a principal of the Privat Group, a large Ukrainian business company, and principals of the company are also part of Optima.

Kolomoisky and a fellow Ukrainian billionaire formed PrivatBank in the early 1990s. It became one of the Ukraine’s key financial institutions, according to Forbes. The Ukrainian government nationalized the bank in 2016 after an investigation suggested there was large-scale fraud over a decade-long period, Forbes reported.
The financial news outlet places Kolomoisky’s net worth at about $1 billion. He remains a complicated political figure in his home country. He is a former governor of Ukraine’s Dnipropetrovsk region.
This can't come as good news for Biden, for the Dems in general, many of whom (including Pelosi and Schiff) can be tied to dirty Ukrainian money, and especially not for Debbie Mucarsel-Powell, D-Fla. Mucarsel-Powell was last seen attempting to get the goods on AG Bill Barr, who swatted her to the sidelines. However, back in December, 2019, this link between Mucarsel-Powell and Kolomoisky surfaced:

Kolomoisky is one of those triple citizenship guys--a veritable citizenship collector. Hey, ya never know when one of those will come in handy! Ukraine, Cyprus, Israel. I guess Cyprus is for money laundering purposes.

Robert Powell, the husband of Rep. Debbie Mucarsel-Powell, D-Fla., reportedly took $700,000 from a Ukrainian oligarch named Igor Kolomoisky. Mucarsel-Powell sits on the House Judiciary Committee, the committee that drafted two articles of impeachment against President Donald Trump for his alleged abuse of power with regards to Ukraine.
In 2018, the Daily Beast reported that a number of businesses linked to Kolomoisky hired Powell as an attorney. One of those firms paid Powell at least $700,000 over two years, according to public records.
The Miami Herald reported Powell was working for companies tied to Kolomoisky for 10 years. Powell made most of his money in the two years leading up to his wife’s election in 2018.
Kolomoisky has been accused of contract killings and embezzlement in the past. Yet, in 2018 when Mucarsel-Powell was running for her seat, she did not see her husband’s work as relevant to her campaign.
And there's more. Maybe Dems think someone who knows how to arrange contract killings could come in handy.
ADDENDUM: Whaddaya wanna bet, Barr knew this search was in the offing while he was putting up with the insufferable Debbie Mucarsel-Powell at the House "hearing"? And chuckling to himself.

Especially not for Biden because Kolomoisky is also apparently (based on the following links) tied to Burisma and thus to Hunter...and Joe Biden.
